PAKUAN JUSTICE is an academic journal for Legal Studies published by the Journal of Law Masters in Pakuan University's Postgraduate Program. Pembentukannya tidak terlepas dari sejarah &nbsp;tragedi perang Solverino. Bergerak dibidang kemanusiaan dengan memberikan bantuan&nbsp; berupa pertolongan dan pengobatan korban perang &nbsp;yang terluka dari kedua belah pihak secara tidak memihak, tetap netral dan bersifat &nbsp;mandiri yaitu &nbsp;ICRC (<em>International Committee of The Red Cross)</em> atau PMI (Palang Merah Internasional). Sebagai subjek hukum internasional&nbsp; <em>non government organization</em>,&nbsp; keanggotaan ICRC berbeda dengan keanggotaan subjek-subjek hukum internasional lainnya. </strong><strong>Keanggotaan ICRC terdiri dari palang merah-palang merah yang didirikan di tiap-tiap negara anggotanya. Peran ICRC sebagai subjek hukum internasional&nbsp; memberikan sumbangsih yang sangat fenomenal dalam memelopori dan menginisiasi Perjanjian-perjanjian Jenewa &nbsp;yang dikenal dengan Konvensi Jenewa terkait Hukum Perang&nbsp; yang dalam perkembangannya terkenal dengan Hukum Humaniter Internasional (HHI)/ i<em>nternational Humanitarian Law</em>. ICRC memegang mandat internasional untuk bertindak menjadi &nbsp;penjaga Hukum Humaniter Internasional, mengakurasi pengembangannya dan mendorong kepatuhan semua negara anggotanya.</strong></p> <p><strong>Kata Kunci : Subjek Hukum Internasional, ICRC, <em>Non Government Organization</em></strong></p> <p><strong>&nbsp;</strong></p> <p><strong>ABSTRACT</strong></p> <p><strong>This legal research aims to describe the subject of international law, namely Non-Governmental Organizations (NGOs), which are a distinct part of international law&nbsp; and differ from&nbsp; other forms of international law. Its formation is inseparable from the tragic history of the Solferino War. Active in the humanitarian field, providing assistance in the form of aid and medical treatment to wounded war victims from both sides in an impartial, neutral, and independent manner, the ICRC (International Committee of the Red Cross) or PMI (International Red Cross) was established. As a non-governmental organization and subject of international law, ICRC membership differs from the membership of other subjects of international law. ICRC membership consists of red crosses established in each member country. The role of the ICRC as an international legal entity has made a phenomenal contribution in pioneering and initiating the Geneva Conventions, known as the Geneva Conventions on the Laws of War, which in their development became known as International Humanitarian Law (IHL).
